Operative words

Phase 1: 1. General admission is prohibited.... Phase 2: 1. General admission is permitted, with capacity limited to 25 percent of the fire code occupancy of the interior space. Overall occupancy must not exceed 200 people. Phase 3: 1. Capacity limited to 50 percent of the fire code occupancy of the interior space. Overall occupancy must not exceed 400 people.

Notes

Indoor entertainment was closed under 20-13/20-25 (March 16 - Phase 3 in 2020, with theaters at 25%/50% in Phases 2-3), closed again Nov. 17, 2020 - Jan. 11, 2021 (20-25.8 paras. 6-8), general admission prohibited in Healthy Washington Phase 1, then 25%/200 and 50%/400.
