Operative words

do hereby DECLARE that counties have the authority and flexibility to evaluate courthouse services and staffing and to make decisions that are in the best interest of each respective county, as each respective county may determine. Counties have the authority under state law to issue orders and guidance and to take other actions as necessary to protect the public health, safety, and welfare. County staff shall take such actions to effectuate the order and guidance of county commissioners, in consultation with circuit court judges where appropriate.

Recital: counties need 'the authority and flexibility to restrict or limit access by the public to the county courthouse and other government facilities under their jurisdiction.' Mid-Ohio Valley counties closed courthouses to the public by March 21, 2020 (Wikipedia tracker; not saved).
