Operative words
Currently, visitation to correctional facilities, and most detention facilities, has been prohibited. So that plans are in place when visitation restrictions are relaxed, criteria and protocols for enforcing visitor limitations and how you will communicate those limitations should be made.... Restrict transfers of offenders to and from other jurisdictions and facilities unless necessary for medical evaluation, medical isolation or quarantine, clinical care, extenuating security concerns
Enforcement
Guidance implementing the Governor's public health emergency; visitation prohibitions enforced by the facilities' own authority
Notes
A statewide health-department record that visitation at prisons and 'most detention facilities' in Arkansas was prohibited as of Mar. 27, 2020.
Retrieval noteGuidance document; the prohibition it records was imposed by the facilities (Ex. 023 for the State system). Cite it as context and cite the underlying order, statute or emergency rule it describes as the instrument. (Bulletins whose operative text imposes a mandatory duty on licensees under the regulator's own authority are excluded from this downgrade and listed separately for review.)).
