Operative words

Each casino hotel complex shall impose occupancy limits of no more than 25% capacity, calculated based on New Jersey Department of Community Affairs/Atlantic City Fire Department total capacity determinations for all areas of the casino floor and food and beverage outlets, but not hotel rooms.
