(2) Scope and Application (a) Section 1 of this rule applies to all labor-intensive agricultural operations (activities that normally fall under OAR 437, Division 4) when employees would otherwise perform their duties or routinely congregate within 6 feet of one another.... (f) These rules apply to all labor housing sites owned, operated, or allowed to operate on the employer's premises...
