Operative words
In an effort to mitigate the spread of COVID-19, PLEASE USE TRANSIT FOR ESSENTIAL TRAVEL ONLY. Essential travel means taking trips to work, hospitals, health care providers, pharmacies, grocery stores, banks, food distribution centers, schools, to provide care for family members, and other similar destinations.... Effective April 18, 2020 at 7:00 a.m. to reduce the spread of COVID-19, all riders using public transit including local bus, light rail, metro subway, commuter bus, MARC Train and Mobility/paratransit service are REQUIRED to wear face coverings.... This action supports Governor Hogan's Executive Order number 20-04-15-01.... Effective April 6, all nine Express BusLink routes (103, 104, 105, 115, 120, 150, 154, 160, 164) and LocalLink 38 and 92, which primarily serve schools that are now closed, are temporarily suspended.

Implementing rule: restates a force-of-law gubernatorial order as a condition of carriage on every MDOT MTA vehicle. The 'essential travel only' direction and the school-route suspensions document the stay-at-home regime (Order 20-03-30-01) operating on the transit system.
