Operative words
1. The COVID-19 Electricity Relief Program is established as a customer assistance program for eligible residential customers of retail electric service in the areas of this state open to customer choice. 2. Each transmission and distribution utility (TDU) in the ERCOT region must file within 10 days of the date of this Order a tariff rider to implement the terms of the COVID-19 Electricity Relief Program.... 4. Retail electric providers must cease disconnections of eligible residential customers in areas open to customer choice as provided by other orders of the Commission and the COVID-19 Electricity Relief Program and must comply with all other applicable provisions of the program. 5. ERCOT must provide the initial contribution to the TDUs for the COVID-19 Electricity Relief Program and must comply with all other applicable provisions of the program.... 8. TDUs must file the reports required by the COVID-19 Electricity Relief Program in Project No. 50703.

Notes
The Program was funded by a temporary TDU rider charge on all customers and an ERCOT loan; the Commission's orders of April 17, July 16 and August 27, 2020 (Ex. 018-020) carried and concluded it.
