Operative words
[every public employee must present a COVID-19 Vaccination] Record Card, the weekly negative COVID-19 test result, or [a positive result within three months]... [an unvaccinated employee must take a test every] seventy-two (72) hours prior and furnish the negative result... VALIDITY. This Executive Order shall take effect on August 16, 2021, and shall remain in effect until the emergency [is over]
