Operative words
SECTION 1. General COVID-19 Orders: The following ORDERS shall remain in full force [and effect so long as the Territory remains in the State of Emergency]... A. Masks: Any person who is not in his/her private home or vehicle, for any purpose, [including at] commercial entities or businesses, public or private, is required to wear a face mask or [facial covering]... C. Mass Gatherings:... 1) Mass gatherings shall be prohibited in the Territory of the U.S. Virgin Islands.... Any violation of these provisions [is a] misdemeanor in accordance with 14 V.I.C. 2(b)(2)... D. Beaches: All beaches in the Territory of the U.S. Virgin Islands shall be closed from 4:00 p.m. until 6:00 a.m. the following day on Saturdays, Sundays, and holidays
