Operative words

1. Effective Saturday, April 4, 2020, at 5:00 P.M., every person is ordered to stay at his or her place of residence except as necessary to perform any of the following 'essential activities'... e. To work. A person may leave his or her place of residence to perform work at 'essential businesses and operations' as defined in paragraph 2 below or to perform essential work-related activities as follows: (i) Work-related activities to maintain the value of a business... (ii) Work-related activities to enable people to work or shop remotely from their residences... or (iii) Work-related activities that do not require any regular interaction within six feet of another person.... 4. 'Essential businesses and operations' as defined in paragraph 2 shall take all reasonable steps, for employees and customers, to (a) avoid gatherings of 10 persons or more and (b) maintain a six-foot distance between persons as work duties permit... 6. Effective Saturday, April 4, 2020, at 5:00 P.M., all 'essential retailers'... shall comply with the following rules... a. Emergency maximum occupancy rate. Occupancy shall be limited to no more than 50 percent of the normal occupancy load as determined by the fire marshal.... 9. Effective immediately, any person who has tested positive for COVID-19... shall be quarantined to their place of residence for a period of 14 days... 14. Effective March 28, 2020 at 5:00 P.M., all dental, medical, or surgical procedures shall be postponed until further notice... 16. This Order shall remain in full force and effect until 5:00 P.M. on April 30, 2020. 17.... This Order also supersedes and preempts any county and municipal orders or ordinances, whenever adopted, that purport to impose less stringent COVID-19-related curfew or quarantine measures.

Notes

The paradigm instrument for T2: it ordered the public to stay home, limited travel and prohibited group meetings in terms. Paragraph 2 lists 21 categories of 'essential businesses and operations' (government, health care, infrastructure including hotels, manufacturing, agriculture, essential retailers, restaurants and bars for takeout, personal services including child care and laundries, media, education for distance learning, financial services, professional services including real estate and title, charities, construction, public services, defense, vendors, religious entities, CISA critical infrastructure, ADPH/AEMA designees, and their suppliers). Paragraph 7 allowed closed businesses to sell 'necessary supplies' by curbside, delivery or remotely.
