Operative words

on March 17, 2020... I declared a night time curfew between the hours of 12:00 midnight to 5:00 a.m. for all persons within the City... Section 1. Nothing in this Declaration of Local Disaster Emergency shall be utilized to interfere with commerce within the corporate limits of the City provided that no persons congregate, are in public, or otherwise remain outside in violation of the curfew; Section 2. A night time curfew between the hours of 9:00 p.m. until 5:00 a.m. the following morning will take effect at 12:01 a.m., Thursday, March 26, 2020... a. All persons within the City not engaged in one of the following listed activities shall remain indoors during the hours of the night time curfew; b. Activities not impacted by this curfew shall include driving or riding in an automobile... to or from work or a place of business within the City

Section 4: police and fire officials to inform and assist; citations only for other misdemeanors (obstruction, disorderly conduct) on failure to obey the lawful order

Notes

Permitted by EO 20-13 par. 12 and EO 20-25 par. 14 ('reasonable' local curfews). Wikipedia (citing KATV Mar. 16 and KTHV Mar. 25, 2020) records the Mar. 16 announcement and the Mar. 25 extension with a daytime curfew for minors from Mar. 30.
