'for Regions where the adult ICU bed capacity falls below 15% after the effective date of this order, the Terms of this Order shall take effect the next day after that assessment is made, at 11:59pm.' '5. This order is effective immediately and shall remain in effect as long as the Regional Stay At Home Order.' Stand-alone grocery stores permitted a higher capacity than other retail.
