Operative words

All private sector Critical Infrastructure Businesses that have staff arriving from outside the State of Alaska, and/or staff traveling to or between communities off the road system or Alaska Marine Highway System, are required to submit a Community/Workforce Protective Plan (CWPP) to the Alaska COVID-19 Unified Command.... This Order shall have the power of law

Penalty

'Power of law' (the Order's own words); the Outbreak Health Orders were issued under the renewed declaration and AS 26.23.020(b)

What it required

Critical-infrastructure employers with arriving or off-road workforces 'are required to submit' a protective plan to the State's Unified Command; tenders and processors 'must receive and confirm' a signed acknowledgement before accepting fish from an independent vessel; school districts 'must follow' DEED guidance; and the Order declared itself to 'have the power of law'. The Order adopted CISA's 'Guidance on the Essential Critical Infrastructure Workforce' Version 4.0 as the definition of the covered workforce ('the State of Alaska is adopting the Federal guidance').
