Operative words

every employer shall establish, implement and maintain an effective Injury and Illness Prevention Program... The Program shall be in writing and, shall, at a minimum:... (4) Include procedures for identifying and evaluating work place hazards... (6) Include methods and/or procedures for correcting unsafe or unhealthy conditions, work practices and work procedures in a timely manner

What it required

Required every employer, before any COVID-19-specific rule existed, to identify and evaluate workplace hazards (a category Cal/OSHA stated on July 16, 2020 includes 'recognized health hazards such as COVID-19', DUT-CA-012), to correct unhealthy conditions in a timely manner, to train employees and to communicate with them on health matters, the standing regulation under which Cal/OSHA enforced COVID-19 protections between March 19 and Nov. 30, 2020 and alongside section 3205 thereafter.
