Operative words

Essential employees who are able to work from home SHOULD BE WORKING FROM HOME.... Eliminate all non-essential workplace travel.... Wear a mask. The employees should wear a facemask at all times while in the workplace.... Such coverings must be compliant with all safety requirements of the workplace.

Penalty

Enforcement through EO 7V's authority (Conn. Gen. Stat. §§ 19a-131a, 28-9) and, for masks, EO 9B's $100 fine with the business liable for its employee (Ex. CT-028); the DECD Sector Rules that succeeded these rules were enforced by closure (EO 7PP § 2) and a $10,000 civil penalty (EO 9N, EO 11A)

What it required

Every essential employer to implement the DECD's workplace measures (work from home for those able; elimination of non-essential travel; face coverings for employees; distancing; workstation cleaning; controlled visitor access; hand sanitizer; exposure-notification procedures). Character recorded exactly: EO 7V § 1 made the rules 'legally binding' and 'mandatory throughout the state'; the rules' own text mixes imperatives ('Eliminate,' 'Wear a mask') with 'should' ('should wear a facemask,' 'SHOULD BE WORKING FROM HOME') and 'must' ('must be compliant'); from April 20, 2020 the face-covering measure was independently mandatory under EO 7BB (Ex. CT-016).

Retrieval note

DECD published the rules as a web page (not a PDF); the saved exhibit is the archived page of April 15, 2020, before the April 17 revision that made face coverings mandatory in terms (Day Pitney and Jackson Lewis summaries, verified_secondary). The page banner records the regime of the moment: 'All nonessential workers are directed to work from home, and social and recreational gatherings of more than five are prohibited. All previously enacted executive orders on all closures, distancing, and safety measures have been extended through at least May 20.' The governing instrument is EO 7V § 1 (Ex. CT-014): 'Every workplace in the State of Connecticut shall take additional protective measures to reduce the risk of transmission of COVID-19 between and among employees, customers, and other persons.'.
