Operative words
Gov. Kemp's executive order supplants any local ordinances or orders related to COVID-19 that have been adopted since March 1, 2020, including all other shelter-in-place orders... Please read the above guidelines in their entirety to understand how your business is impacted by this order, as well as to help you make a self-determination as to whether your business is 'critical infrastructure.'
Penalty

What it required
The State's economic-development agency told every Georgia business that the Governor's order governed it, that it must determine for itself whether it fell within the DHS CISA 'critical infrastructure' definition incorporated in the order (pages 7-19 of the State's 'Statewide Shelter In Place Handout'), that GDEcD would issue category guidance on request through a form and [email protected], that the Governor's video listed 'businesses that must cease in-person operations and close to the public while the order is in effect,' and that 'For individuals, a letter is not needed from an employer or the government to prove that you fall into one of the exceptions for Essential Services, Necessary Travel, Critical Infrastructure, or Minimum Basic Operations.'
