Operative words
Whenever any person has been implicated as a possible reservoir or possible source of infection of any communicable disease, the local health department or the Cabinet for Human Resources shall employ such measures as are necessary to secure adequate isolation, restriction of employment or other control procedures that may be necessary to insure cessation of transmission of infection.

What it required
Required (shall) the local health department or the Cabinet, for any person implicated as a source of infection, to secure 'adequate isolation, restriction of employment or other control procedures,' and, for any private or public property so implicated, 'adequate cleaning, disinfection, or other control procedures necessary to insure cessation of transmission' (Section 1); the standing regulation under which exposed and infected employees were excluded from work and premises were disinfected.
