Operative words

Local health departments or the Cabinet for Human Resources shall:... (b) Establish and maintain quarantine, isolation or other measures as required by law or by administrative regulations of the Cabinet for Human Resources relating to communicable disease control;... (f) Introduce such other measures... as are necessary because of widespread infection or threatened epidemic.

What it required

Required (shall) local health departments and the Cabinet to inspect 'any premises that they have reasonable grounds to believe are in a condition conducive to the spread of any communicable disease' (Section 1(1)), to establish and maintain quarantine and isolation, to instruct affected persons in disinfection, to verify 'that control measures are being properly observed during the period of communicability' and to introduce further measures in a threatened epidemic (Section 1(2)); made isolation of the patient the duty of every attending physician (Section 2) and an isolation room the duty of every institution caring for the ill (Section 3).
