Operative words
the chief law enforcement officer of the political subdivision affected by the proclamation may... promulgate orders...: (2) Designating specific zones within which the occupancy and use of buildings and the ingress and egress of vehicles and persons shall be prohibited or regulated; (3) Regulating and closing of places of amusement and assembly
Penalty

What it required
Under the statewide state of emergency that every COVID-19 proclamation declared 'pursuant to La. R.S. 14:329.6' (Ex. LA-012 sec. 1(D); Exs. LA-023, LA-029), sheriffs and police chiefs could close places of amusement and assembly, regulate the occupancy and use of buildings, impose curfews and control the presence of persons in public places, by orders effective on publication. Paragraph (A)(6) was repealed by Acts 2020, No. 325, sec. 3, and subsection (H)(3) (firearms businesses 'shall not be prohibited or restricted from operating or conducting business during a declared emergency or disaster') was added in the same period; neither alters the powers quoted. Proclamation 74 JBE 2020 sec. 1(D) verbatim: 'Pursuant to La. R.S. 14:329.6, a state of emergency is declared to remain in existence statewide for the purposes of allowing the chief law enforcement officer of any political subdivision to, in order to protect life and property and to bring the emergency situation under control, promulgate orders' (Ex. LA-012).
