Operative words
(a) Each employer (1) shall furnish to each of his employees employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees; (2) shall comply with occupational safety and health standards promulgated under this chapter.

What it required
Every private employer in Massachusetts owed the federal general duty to furnish a workplace free from recognized hazards likely to cause death or serious physical harm, the duty OSHA enforced against COVID-19 exposure throughout 2020 and 2021, and to comply with OSHA standards including the COVID-19 Healthcare ETS, 29 C.F.R. 1910.502, from June 21, 2021.
