Operative words

What it required
Even after the percentage caps were removed on January 30, 2021, the green-phase orders kept binding commands in force to May 24, 2021: plan submission and approval before reopening for venues of 500 (indoor) or 1,000 (outdoor), isolation and quarantine of exposed persons, congregate-housing employer signage and screening ('must, at minimum'), and the enforcement clause.
