For restaurants, bars, taverns, bowling alleys, private clubs, bottle clubs, and gentleman clubs...: adherence to any applicable State issued guidance is strongly recommended.... indoor businesses where staff and patrons are within six (6) feet of each other for fifteen (15) consecutive minutes or more: adherence to any applicable State issued guidance is strongly recommended.

Recorded exactly as a recommendation: from January 30, 2021 the sector conditions of the November 2020 orders became 'strongly recommended' adherence to State guidance for restaurants and bars, close-contact businesses, child care, gyms, religious services and receptions. The legal effect of that guidance thereafter came from the instruments that incorporated it: the workplace duties (DUT-NE-006, DUT-NE-014, DUT-NE-017), the local orders still in force (Lincoln to May 21, 2021, Ex. NE-108; Omaha to May 25, 2021, Ex. NE-075) and, from May 26, 2021, LB 139's substantial-compliance condition (DUT-NE-019).
