Operative words

[the Commissioner of Labor] is directed and empowered to... enforce such safety codes... as he deems necessary, in order that all employments and places of employment shall be... so constructed, equipped, arranged, operated and maintained as to provide reasonable and adequate protection to the lives, health and safety of all persons employed therein and frequenting the same

What it required

States the statutory standard for every Nebraska place of employment, protection of 'the lives, health and safety of all persons employed therein and frequenting the same,' and directs the Commissioner of Labor to adopt and enforce codes to that end.

Retrieval note

Nebraska has no OSHA State plan; §§ 48-401 to 48-424 are the State's own employment-safety statutes and run alongside federal enforcement of 29 U.S.C. § 654 (DUT-NE-017). The bracketed subject replaces 'The commissioner,' defined in the preceding sentence as the Commissioner of Labor.
