Operative words
Except as otherwise specifically provided in this chapter, a person who violates any of the provisions of this chapter, or fails to perform any duty imposed by this chapter at the time and in the manner provided, shall be liable to a penalty of not less than ten nor more than one hundred dollars for each offense.
Penalty
$10 to $100 for each offense; summary recovery under the Penalty Enforcement Law; commitment to county jail up to 90 days for failure to pay (26:4-130)
What it required
Any person who violates chapter 4 or fails to perform a duty it imposes is liable to a civil penalty for each offense, recoverable by the Department or the local board in a summary municipal-court proceeding.
