Retrieval note

The live ODH URL now redirects to odh.ohio.gov (404). The Internet Archive was offline for part of the session and its CDX index was still returning an error page when service resumed, so the tool was given the raw capture URL (web.archive.org/web/20200428101702id_/...) and retrieved the PDF by its live method; the sha256 is of that file. Two-column document ('Mandatory' | 'Recommended Best Practices') with rows for Employees & Guests, Physical Spaces / Workstations and Confirmed Cases; the order text of Ex. OH-025 para. 15 reproduces the Mandatory column. The sibling document for manufacturing, distribution and construction is in the library as Ex. SEC-11-030.
