Operative words

The department having jurisdiction over the location where an individual or a group of individuals who are subject to restriction are found may: (a) issue a written order of restriction for the individual or group of individuals pursuant to Section 26-1-30 or Subsection 26A-1-114(1)(b) upon compliance with the requirements of this chapter; and (b) issue a verbal order of restriction

What it required

The Department of Health or a local health department could restrict 'an individual or a group of individuals' to examination, treatment, isolation or quarantine by written order, or by verbal order without prior notice where delay 'would significantly jeopardize the department's ability to prevent or limit... the transmission of a communicable or possibly communicable disease' (subsection (2)(c)); the written order identifies 'any premises that may be subject to restriction' (section 26-6b-3.3(1)(b), read on the Legislature's site).
