Operative words
The authorized punishments for conviction of a misdemeanor are: (a) For Class 1 misdemeanors, confinement in jail for not more than twelve months and a fine of not more than $2,500, either or both.... (c) For Class 3 misdemeanors, a fine of not more than $500.

What it required
Fixes the punishment for the Class 1 misdemeanor that section 44-146.17 attaches to every executive order declaring its violation an offense and that section 32.1-27 attaches to every willful violation of a Board or Commissioner order, and the Class 3 penalty of section 35.1-7.
Retrieval noteCapture of January 16, 2021, within the period. Section 44-146.17 itself is Ex. LAW-347 (verified_primary, already in the library): 'Executive orders... shall have the force and effect of law and the violation thereof shall be punishable as a Class 1 misdemeanor in every case where the executive order declares that its violation shall have such force and effect.' Every gubernatorial COVID order carried that declaration (Exs. VA-004, VA-006, VA-007, VA-009, VA-010, VA-011, VA-013 to VA-016, VA-019, VA-022 to VA-034, VA-046, VA-047).
