Operative words

All public and private in-person gatherings of more than 50 individuals indoors and 100 [outdoors]... are prohibited.... The total number of spectators indoors cannot exceed the lesser of 30 percent of the lowest occupancy load... For... fitness classes held outdoors, the total number of attendees cannot exceed 100 persons.
