Operative words
Employers who continue operations under the Order are required to maintain coronavirus prevention practices consistent with DOSH, OSHA and Department of Health guidance. Coronavirus is recognized as a very serious workplace hazard.... Under existing DOSH rules, employers are required to protect workers from biological hazards

What it required
L&I's enforcement policy: inspectors evaluate every operating employer's social distancing, face coverings and respiratory protection, sanitation and sick-employee practices as requirements under existing WISHA rules (WAC 296-800-11045, -140, -22005, -23025), with 'four basic categories of prevention elements that must be addressed' and citation for non-compliance.
Retrieval noteSection II.A states 'DOSH does not enforce the Governor's Order directly'; the Directive routes enforcement through the standing WISHA rules, which is the point of thesis T13: the standing duty was the vessel. The Safe Start plan names this Directive ('General Coronavirus Prevention under the Stay Home, Stay Healthy order') among the L&I requirements employers must follow (Ex. WA-034).
