Operative words
The Wyoming Department of Health recommends that restaurants and other places of public accommodation adhere to the following guidelines when operating during the COVID-19 outbreak. 1. Customers must be seated at tables or booths.... 2. Tables must be limited to eight (8) people... 3. Tables must be positioned so that patrons at different tables are at least six (6) feet apart

What it required
The Department 'recommends' adherence to guidelines that restate the operating conditions of the Thirteenth Continuation of Order #1 in mandatory terms ('Customers must be seated'; 'Tables must be limited to eight (8) people'; 'Tables must be positioned... at least six (6) feet apart'; 'Signage must be posted on premises') and adds recommendations ('It is strongly recommended that the back of each booth...'); it states that 'Public health orders continue and are modified periodically' and directs enforcement questions to the County Public Health Offices.
