Operative words

[No State agency, service provider or property] shall implement a Vaccine Passport Program or otherwise require an individual to provide proof of COVID-19 vaccination as a condition [of access to services or property]... That at no time shall a Vaccine Passport Program or any other requirement to show proof of COVID-19 vaccination be implemented [as a condition of entering the State of Georgia]... That no state or agency employee shall be afforded employment-[related benefits or penalties on the basis of] vaccination status
