Operative words
All persons in the State shall wear a face covering over their nose and mouth as set forth in Exhibit A, which shall be enforced by each county... all State and county employees must attest to their respective department, office, or agency whether they are (1) fully vaccinated for COVID-19; (2) partially vaccinated...; or (3) not vaccinated... As an alternative, State and county employees who do not, by August 16, 2021, provide proof that (i) they are fully vaccinated... shall be subject to regular COVID-19 testing and may also be subject to restrictions on official travel. The testing shall occur either once or twice per week... all persons entering the State of Hawai'i shall be subject to mandatory self-quarantine as provided in the Travel Rules... [DOH authority] pursuant to sections 321-1 and 325-8, HRS, to require persons to quarantine if they test positive for COVID-19 or if they are a close contact of a person confirmed positive for COVID-19, regardless of whether a negative test result [is obtained]
