on July 17, 2020, in light of the ongoing COVID-19 pandemic, the Monroe County Health Department issued a public health order that requires face coverings be worn in certain circumstances effective July 17, 2020, and that new regulations regarding the size of gatherings and service in bars, restaurants, and nightclubs be in effect July 31, 2020; and... on July 20, 2020, Mayor Hamilton issued Executive Order 20-02 stating that the City wholeheartedly supports the provisions of the County order but moves the effective date of the new regulations on the size of gatherings and service in bars, restaurants, and nightclubs to July 23, 2020
