Operative words

(3) all bars and nightclubs not serving food shall be closed; (4) all gyms, fitness centers, movie theaters, live performance venues, bowling alleys and arcades shall be closed; (5) all restaurants and eating and drinking establishments SHALL REDUCE SEATING CAPACITY BY 50% for dine-in services and may continue delivery, drive-through and take-out; (6) funerals with more than 10 mourners encouraged graveside only or postponed; (7) all sightseeing, guided and/or narrated tours shall cease; (2) City employees to telework to the extent possible (paragraph numbering as read from the scanned order)

Savannah's tourism economy: the order closed every guided tour (trolley, walking, carriage, boat) two days after the cancelled St. Patrick's Day festival.
