Operative words
§ 3(b)(2): All gatherings of any number of individuals shall be prohibited on City of Atlanta property. § 4(a): All persons within the jurisdiction of the City of Atlanta shall wear a mask or a cloth face covering over the nose and mouth when inside a commercial entity or other building or space open to the public, or when in an outdoor public space, wherever it is not feasible to maintain appropriate social distancing from another person not in the same household. § 3(a): persons who meet criteria for higher risk of severe illness... are required to shelter in place. § 5: Nothing in this Order shall impede the operation of any businesses... as provided in the Governor's June Executive Order.

Notes
Issued the same day the Mayor returned the City to 'Phase 1: Stay at Home' under the Recommended Guidelines (Ex. MET-ATL-046). The Governor's Aug. 13, 2020 statement withdrew Kemp v. Bottoms after the Mayor's 'concession regarding the city's Phase One roll-back plan' (that the Phase guidance is voluntary).
