Operative words

On November 10th, Mayor Young signed an executive order moving Baltimore City into a modified Phase 1. This executive order went into effect on November 12th at 5:00 pm. On November 6th, Health Commissioner Dr. Letitia Dzirasa issued a new health order, now requiring face covering be worn in all public spaces. The Health order went into effect on November 6th at 5:00 pm.
