Operative words
a. Restaurants and bars within the jurisdiction of the Cook County Department of Public Health must close at 11:00 p.m. Central Time, and must remain closed until 6:00 a.m. Central Time the following day. b. All restaurants and bars... must suspend indoor on-premises consumption. c. All customers... eating or drinking on premises must be seated at outdoor tables spaced at least six feet apart.... e. Each party must have a reservation... f. Meetings and social events are limited to the lesser of 25 people or 25% of overall room capacity. g. Attendance lists... must be kept for contact tracing. h. Party buses are not permitted. i. Gaming venues and casinos must close... between 11:00 p.m.... until 6:00 a.m.... j. Gaming venues and casinos are limited to 25% capacity.

CCDPH's release of the same day states the order 'does not impose any additional mitigation requirements' beyond the State's Region 10 Tier 1 measures (effective Oct. 28, 2020) but 'makes clear the role and authority of local leadership and CCDPH to enforce'; CCDPH cited a suburban hotel for a large wedding under it in December 2020 (release, not filed)
