Operative words

CTA in conjunction with the Chicago Department of Public Health established a passenger capacity limit on buses and train cars that will allow social distancing to continue in a reasonable manner on CTA service... the CTA's vehicle passenger standards are approximately 15 riders on standard 40-foot buses and approximately 22 riders on 60-foot articulated buses and each train car.... Bus riders are to board and exit vehicles from the rear doors.... (per State order 2020-32) [masks required]

Enforcement

Agency operating standards ('riders are encouraged to follow the capacity limits'); the mask rule carried the force of the State executive order and later the federal order

Notes

Graded as the agency's own statement of its rules; the capacity figures are operating standards, not health-officer orders, and are pleaded as facts and circumstances of how the State and City orders operated on the transit system

Retrieval note

Headless Edge could not reach web.archive.org in this session; The page also records that all CTA service was suspended from 9:30 p.m. May 31 to 6:00 a.m. June 2, 2020 at the request of public safety officials (civil unrest, not COVID-19).
