Operative words

pursuant to Article III of the Charter and Article XVIII of the Administrative Code of the City of Cincinnati, I declared a state of emergency earlier today based on the critical need to allow the City of Cincinnati to take appropriate action to protect against the spread of COVID19 in Cincinnati and to protect vulnerable populations in Cincinnati and the Greater Cincinnati region from contracting COVID19.
