Operative words

All individuals currently living within Mecklenburg County including the City of Charlotte and the named Towns are restricted to shelter at their places of residence.... Non-essential business and operations must cease. All businesses and operations in the County, except Essential Businesses and Operations as defined below, are to cease all activities within the County except Minimum Basic Operations... All public and private gatherings of more than 10 people are prohibited... All places of public amusement... shall be closed to the public.... All travel... except Essential Travel and Essential Activities... is prohibited.

Enforcement

'Any person violating any prohibition or restriction imposed by this proclamation... shall be guilty of a Class 2 misdemeanor in accordance with G.S. 14-288.20A.'

Essential list narrower than EO 121: real estate 'restricted to appraisal and title services'; hotels only for lodging and carry-out; manufacturing only 'for critical products and industries'; gyms, spas, salons, barber shops and tattoo parlors expressly excluded from Healthcare Operations; restaurants off-premises only; Atrium Health and Novant Health letter of Mar. 23, 2020 requesting the order appended
