Recitals (read from page images) record that on Mar. 18, 2020 the Franklin County Board of Health issued Res. 20-044 declaring a public health emergency under R.C. 3709.21 for the Franklin County General Health District, and that the Grandview Heights Board of Health entered Res. 2020-01 declaring a public health emergency on Mar. 30, 2020 (the latter recital appears in the July 3, 2020 amended proclamation).
