Operative words
1. Individuals not wearing a face covering that will offer protection against the spread of the COVID-19 virus shall not be admitted into the Franklin County Municipal Court. 2. All individuals admitted into the Franklin County Municipal Court shall wear a face covering while inside.

Findings of fact: 'As of August 5, 2021, CDC data reflects that Franklin County, Ohio, has substantial transmission of the COVID-19 virus' and 'On August 5, 2021, the Franklin County Public Health and Columbus Public Health departments issued advisories recommending that all residents of Franklin County and the City of Columbus wear masks indoors, regardless of vaccination status.'
