Operative words

If a residential tenant fails to pay rent during the COVID-19 declared state or local disaster, a landlord shall give the tenant a COVID notice of possible eviction that notifies the tenant of the tenant's rent delinquency and provides the tenant the right to respond... which includes curing any delinquent payments, before giving a tenant a notice to vacate... (5) the minimum time period of 21 days to respond.
