Operative words

This Public Health Order is identical to Public Health Order 31-2020, except for paragraphs 1 (additional mask exception), 8 (c), 10, and 20(a).... Restaurants, bars, nightclubs, and retail food establishments may be open at 50% indoor capacity and 100% outdoor capacity... must be closed and cleared of all customers between the hours of 12:00 AM and 5:00 AM nightly.... Table service is required for indoor dining or drink service. No bar-top seating is permitted.... Bar tops may serve carry-out, so long as there is a plexiglass partition between the server and the patron.
