Operative words

Businesses shall deny entry to and refuse to serve members of the public who refuse to wear face coverings indoors, unless a medical exemption applies or the individual is a child under the age of five.... Restaurants, taverns, and all other venues... may now open at full capacity with normal business hours. Indoor patrons must be masked at all times except when actively eating or drinking.... Gyms, fitness, and recreational centers... may reopen at full capacity... subject to... the requirement that all patrons wear masks indoors at all times.... Gatherings... may resume as normal but must maintain masking (if indoors). (§ 2.a.i-iv)
