Operative words
On March 20, 2020, the Governor issued a directive ordering all non-essential businesses be closed until April 16, 2020, and authorizing local officials to enforce his directive and regulations promulgated thereunder. This agenda item is to adopt an ordinance by emergency authorizing the enforcement of an emergency ordinance, directives, and regulations effective during a declared state of emergency; providing for immediate effectiveness (agenda item background). The Apr. 21, 2020 memo recites: 'On March 20, 2020, the Board adopted an emergency ordinance providing the Las Vegas Metropolitan Police Department and County personnel with the ability to enforce the Governor's emergency directive and regulations governing the closure of non-essential businesses and the operation of essential businesses.'
Enforcement
Local enforcement by LVMPD and County personnel of the Governor's closure directive.
Notes
Made the Governor's Mar. 20, 2020 closure of non-essential businesses a locally enforceable rule in the Las Vegas Valley; the first Clark County instrument of the pandemic after the County Manager's Mar. 15 declaration
