Operative words

1. All indoor public and private gatherings shall be limited to 25% capacity or 75 individuals and outdoor public and private gatherings shall be limited to 25% capacity or 150 individuals. All individuals in indoor and outdoor gatherings must wear masks.... Retail stores shall be allowed to open at 50% of permitted occupancy...; Restaurants shall be allowed to open at 50% of indoor permitted occupancy and 100% of [outdoor]...; Bars without a state AR-Conditional permit shall be allowed to open for indoor seating... to 25% or 50 individuals, whichever is fewer, and outdoor seating to 100% capacity or 50...; Sitting at the bar is prohibited.... Indoor live entertainment is prohibited.... Dance clubs are prohibited.... All food handlers must wear a face covering
