Operative words

Bars, restaurants, nightclubs, casinos, and taverns shall close for in-person operation. Take-out and delivery service are still permitted.... Gatherings and events shall be limited to a maximum of 25 individuals. Gatherings and events include, but are not limited to, meetings, trainings, concerts, fairs, festivals, sporting events, movies, or theater performances. This Order does not apply to religious gatherings held by churches, synagogues, temples, mosques, or other places of worship.

Enforcement

As MET-PIT-001; the Wikipedia Pennsylvania article and the ACHD FAQ of July 10, 2020 confirm the casino (Rivers Casino) closed under this order.

Notes

Recites 3,103 confirmed county cases as of July 2, 2020 and daily records of 90 to 233 cases; attributes the surge to crowded bars and restaurants.
