'Reopened business' is a business that is not an essential business... and has reopened in conformance with the State of California's Plan for Reducing COVID-19 and Adjusting Permitted Sector Activities to Keep Californians Healthy and Safe... Statewide Public Health Officer Order, issued... on August 28, 2020, all portions of which are operative in San Diego County effective immediately... A reopened business may open when the Public Health Officer has posted an acknowledgement of the reopened status on the County of San Diego Coronavirus website and the business has complied with the requirements of this Order.
