Operative words
BE IT RESOLVED, by the Council of the City of San Diego, that pursuant to California Government Code section 8630, a state of local emergency due to the continued threat of spread [of COVID-19 is declared to have existed] since February 14, 2020, throughout the City, and that proclamation of the state of emergency by [the Mayor is ratified]... [and that the local emergency shall] continue until its termination is proclaimed by the City Council.
